Benefits and limitations of digitalization in managing European Social funded projects

Abstract. Digitalization is widely promoted as a solution for the administrative complexity of European Social Fund (ESF) projects, yet practical experience reveals both important benefits and significant limitations. This poster paper synthesises lessons learned from the management of several ESF-funded projects in which digital tools were progressively introduced. The benefits include faster access to project information, improved traceability, easier collaboration between partners and reduced manual effort. The limitations relate to the heterogeneity of national reporting systems, learning curves for project staff, data protection concerns and the risk of over-reliance on rigid digital workflows. A balanced view of digitalization in ESF projects is proposed.

The generalized traveling salesman problem (GTSP) is an extension of the classical traveling salesman
problem (TSP), and it is among the most researched combinatorial optimization problems due to its theoretical properties, complexity aspects, and real-life applications in various areas: location-routing problems, material flow design problem, distribution of medical supplies, urban waste collection management, airport selection and routing the courier airplanes, image retrieval and ranking, digital garment manufacturing, etc.
